Apple Watch can’t set up cellular service code 08

i have an Apple Watch cellular series 7 with latest 9.3 iOS and I can’t add cellular service. Gets stuck on page saying I will be sent a text but if not received then call 202 and mention code 08. Now going back and forth between departments and no one know what to do.

Try a sim swap as described at this link. I had exact same problem and this resolved it. O2 Support sadly was a waste of time.
