Getting charged for data roaming regardless with O2 Travel bolt and VOLT travel bolt applied. WHY?

I am abroad and received a text that will be charged after 25G use of data, where I have both o2 travel bolt and the VOLT travel bolt applied, it seems unfair and what's the point of getting extra bolts if you still getting charged!
