Hi i have a iphone 11 and the texts are saying not delivered also the imessages are not working?

iCloud upload paused would indicate either a data connection issue or not signed into iCloud correctly.

Try signing out of iCloud and back in again and also check your number is correct in Settings >Phone >My Number
