Can I pay off my handset plan and gift my current iPhone XR to my dad. I want to keep my number and sim and get an upgrade handset but keep my current airtime plan - is that possible?

Yes, once you pay off the device plan you can do whatever you want with the phone and upgrade to a new one.
You automatically keep your number but you will need to choose a new tariff from one advertised with the phone you want.
