How can I find out if there is a data cap on my account. I went to USA for 5 days, switched off data roaming, received no notification that data reached, and have a £2000.00 bill. How???

I'm not sure how that is possible for data alone? Data is capped at £40/month and if there is a crossover of billing periods that could double to £80. You should have received a text warning that you had reached the £40 limit and you would have had to agree to carry on using more data.

T&Cs here....

http://www.o2.co.uk/termsandconditions/mobile/pay-monthly-roaming-bolt-ons

There was no text received to warn me. When I asked the O2 chat told me it was whatsapp as I use this for work and have several group chats. It still cannot be this amount though.. Are O2 breaking the terms by not texting me?

£1000?? Good grief. Have you checked a breakdown of your bill in MyO2? http://www.o2.co.uk/myo2

I would certainly be contacting customer services to query this amount. As @jonsie says data should be capped at £40 pm. If you have any queries then take this up by phoning http://www.o2.co.uk/contactus

The bill won't tell you what the data was used for. If you opted out of the cap in the past, then you remain out until you to back in, regardless if you have been home and went out again. Your phone will update etc as normal while data of on and accessible. It mounts up quickly at international rates.

Sound like your phones at fault here. Though, you must have opted out of the cap at some point. If you explain the issue to 02 they might offer to reduce it.

I use my Three sim which allows me to use my data over there and also calls back to the UK from my UK allowance, and I use a US T-Mobile Pay & Go sim to make calls within the US.
