If I download a game app say a card game of 40mb is that 40 mb taken off my data plan allowance or the phone memory storage?

You will use data to download it so use wifi then it won't come out of any allowance that you have.

Any game stored on the phone will use your available phone memory.

If your model if phone accepts a sd card then move it to that.

As jonsie suggests use Wifi if you can.

And no it does not mean it uses 40mb of your data allowance ,but means it will use 40mb of your phones internal or sd card storage.

It impacts both data plan and phone storage.

Worse case scenario - You download off mobile data and consume 40Mb of your allowance. The game is stored on your phone and consumes 40Mb of your storage space.

Best case scenario - You download on wifi (no data allowance used) and you store game on your phones external SD card (phone memory not used and therefore full amount still available).
