Re time scales.
It depends where the o2 mast is, there was a case reported on watchdog a while back and it took over a week but the mast was on private land and o2 had to get permission to go on the land to do the repair. Not defending them just pointing out some facts.

yesterday at work (approx 15 miles from my home address) there was no 3g signal, i could not make or receive calls / access the internet but could receive text messages, there were 5 other users in the same office having the same problem
i logged a fault call yesterday, no update received so i sent an email with the fault code on it, i got an email back saying that they checked my home postcode and all was fine - YEAH YOU DONT SAY !!!!! thats because the fault isnt at home its at work - different area / post code etc.
everything worked perfect at home last night, then this morning get to work and bang - same problem, cant make or receive phone calls / access the internet.
not amused

have you tried switching to 2g only?
where are you so others can comment if there is a local issue.
I live in a rural area and no issues on 2g (no 3g here) when traveling I have had a good experiance of o2 3g but only enable it for data usage.
Also o2 only say on street coverage as buildings etc can affect signal.

if i switch 3g off yes i can make calls (sometimes) but obviously there is a problem in the area and o2 seem to refuse to accept it, this issue has only been happening for the past 2 days but i have to say there customer service is shocking, i was told yesterday it could take from 24 hours to 5 days to resolve.
i am in derby

definatly a localised issue because if i walk about 500 meters in a certain direction towards the main entrance of the site i work at I can get a 3g signal and everything works, then if i go back to my office and desk (which has never caused problems before) then nothing works.
o2 have had another call this morning and another email and as yet no explanation.
not impressed
