This must raise some serious security questions for O2.

Remember that O2 were only one of several operators.

That Police site states

They are accused of defrauding O2 and other UK mobile phone network providers out of more than £4.5 million.

This has been going on for years.

In the days of analogue phones and networks, the bad guys used a scanner to collect ESN's etc and effectively clone phones. The phone was then used to ring the premium rate numbers, the owners of which, had to be paid by the network/BT.

These clowns used to sit on motorway bridges and pull loads of numbers.

There is a simple solution.
