Just request your PAC then give it to giffgaff.
O2 have provided PAC's in the past without topping up.

Brought a pay as you go sim card for the great phone number, and I want to do a sim swap, I have registered it,I want to do a sim swap so I can use the number on giffgaff, question is do I need to top the o2 sim to activate it? Because seems a waste because the balance won’t follow over to giffgaff? Also how do I get the puk code? Tia

It would depend who you speak to O2 won't normally give a PAC for an inactive sim.
