It means the phone/sim is locked to a particular network. Are you trying to unlock a phone to use on O2.? If so you need to use the unlock code here

Note you will need to request the unlock code from the network the handset is locked to.

So if the handset is locked to o2 then please follow Cleoriff's excellent link above.

If the handset is locked to another network, for example 3, then the handset owner / account holder will need to contact 3 for the unlock code. Note there may be a charge.

Agree Nick. it was difficult to know which network the phone was actually locked to with limited information given
