This is part of the camera app on stock (un-skinned) Jelly Bean devices (currently only Nexus 4, 7 & 10).

For some reason, Samsung decided to remove it from their firmware, or couldn't/wouldn't include it as a feature of their own camera app.

They produce very nice effects.

No they marketed one of the camera options in the menu and it was on the test models companies got to review, there is videos on YouTube of it being used, it is called 360 photo it does a similar thing to what you described but it was a built in option, between it being announced and released its disappeared.

Having searched on Google it appears that this will be a feature available to the S4 when 5.0 is released... no idea when that will be?

Perhaps Samsung wanted to use this feature as a selling point for the new Galaxy Note... who know's with marketing these days?

The Nexus app (photosphere) is not included as part of the raw JB firmware. Samsungs's 360 photo app was a version of it (but not the same) as Google has the rights to photosphere. I can only assume there may be some legal reason why it was not included in the final release for the S4 which may or may not be resolved at a later date.....
