@Imee Best way to avoid charges calling numbers is for you and the people you're calling to download WhatsApp. If you use the app over a WiFi connection, calls, texts and video calls to anywhere in the world are free. You can also use Skype or Facebook Messenger.

You could be prevented by a spend cap

If so, increase your spend cap or use a VOIP service as advised above.
