That is a blast from the past error message.. what phone are you using ?

As error 2162 related to the phone reaching a limit on retries to send a text message and not been able to connect to the mast your phone is connected to..

One thing to try is to put the phone in Airplane Mode, and then take it out of Airplane mode, so it forces a reconnection to the network
