&lt;P&gt;&lt;SPAN&gt;You need to contact Tap2Bill. If you phone, call during working hours, or you can email customer.service@tap2bill.com. Give them the number that was charged and they should be able to tell you who was actually responsible.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN&gt;I doubt that these are the reason for your data issues. Have you checked your APN settings (they tell your phone how to connect to the internet)?&lt;/SPAN&gt;&lt;/P&gt;
