I've no idea, but I remember when 4g was first introduced and everyone up and down the country were doing speedtests, all the ip addresses came back to London regardless of where they were in the country.

Yeah, 2g and 3g always get a local ip address.

I take China as an example.

Tariffs and bolt ons are different at different regions. Different tariffs provide different local, within the same province and/or national allowances(but roaming sign will not be shown during national roaming). When accessing services from store, the location of store must match the region of the account. When accessing account details online, the website and app must also match the region of the account.

No mate. The UK is a bit smaller than China and the same tariffs apply all across the country.

A long time ago o2 did have local and national rates the 4 local telephone number area codes would be at local rate others at highe rate .

The phones used to display this on the handset via cell broadcast chanel 200 but this died a long time ago. As all calls are now at the same rate.

It makes no difference when the ip says it is located it even varies on fixed adsl connections
