Unable to send texts from Sri Lanka

Just arrive in Sri Lanka I have an iPhone 6, data roaming off. I can receive texts (Inc from uk) but when I send I get a message a few minutes later saying it failed

I'm current registered to dialog but have tried various local carriers - all the same. Any ideas?

Try rebooting the phone a couple of times - Are you on contract or PAYG?

O2 don't have any roaming partners on pay and go in Sri Lanka. ...

Texts on pay monthly will cost 40p so better to use TU over wifi.

Thanks for suggestions I'm a pay monthly customer. I have rebooted once but will give it another go...

Pay monthly then please turn off mobile data which will cost £6.00/MB in Sri Lanka. Use wifi only, clean the sim card and reboot.
