can i buy the oneplus 3 on payg but not use the sim card? I want to use an EE sim instead.

You need to pay off the device plan and cancel the airtime, but because you need to give 30 days notice you will have to pay one month's airtime.
The 14 day rule doesn't apply in this example.

Sadly you can't now with O2. Originally it was available on PAYG and then they realised everyone was buying it and using it on other networks ...so they stopped it and made it Refresh only.

Edited to add you can buy the phone outright from the manufacturer though https://oneplus.net/uk/3

It's no longer available on PAYG.
Only on refresh, but yes, you can use an EE sim as it is unlocked.

I think one plus are saying 5 weeks, but check local store stock as I expect o2 to be low on stock too.
