Nope, you should just be able to set this up using the existing settings. Depending on your tariff and phone, it might not be available.

Tethering is available on all pay monthly tariffs.

Although it is available and works, I find that the experience is optimal and not recommended(http://www.o2.co.uk/help/digital-services/personal-hotspot). What is the recommended way?

That just says that because you can use a lot of data.
If you have enough data on your tariff it's not a problem.

Mate, I've tethered my PS4 once for a test, as you guessed, it's nothing to do with being for phones.

I tether my iPad to my iPhone to use 4g (30gb tariff) in my poor rural adsl area and via wifi/ usb to home PC when adsl is down (even though o2 say I am 2g only)
