Wow! You need to give a lot more details before anyone can possibly comment.

Wierd as o2 have a data cap of £40 50mb or £120 200mb if opted to raise it for non uk usage and have done for ages. And uk usage is slowed past your allowance and has been since 2010 and before that it was unlimited with a fup again data slowed.
Only o2 will be able to advise you. I would ask for a full breakdown of the charge and proof

You are seriously saying you've paid O2 £14,000 in four months? ![]()
There is something strange about this!

Have you asked o2 if there is a possibility of a cloned sim I.e. it is in more than 1 place at a time? Have they offered a new sim so that if cloned the other sim will die.

So as I understand this, you have paid this monthly charge for 4 months (otherwise the phone would have been barred) but you continue to use the sim card which is still racking up these huge data charges? Or are your bills back reflecting your current usage and you are disputing the last 4 bills?
I'm missing something here....?

Data calls could be a dial up gsm wap gateway hence not caught by the data limits.
Perhaps a call to o2 asking for a new sim and when you activate it if these charges stop that would point to a cloned sim.
What is the data call number showing on your bill?
