My Chromebook not connecting to O2 hotspot

I am at one of the O2 Hotspot and my Chromebook is not connecting, neither is my android tablet. It is sending me the codes and everything via texts but then comes up with an error message  - on both. Do hotspot reach a number of max users? Because everone else around me is logged fine but they have been using it for a while and I am just trying today for the first time? Help please I am supposed to be working from this place daily...... cheers

Although not a permanent fix. Go to didn't receive text, at the bottom of the page is no mobile coverage. 2 hours free browsing right there.

Yes, some will have a max number of log ons to preserve connection speed.
