Is Saint Petersburg, Russia is classified as Europe?

Technically it is part of Europe and certainly is for my travel insurance. Can I just confirm that O2 classify it as Europe for the benefit of me going on hols there at the end of the month? I have the O2 Travel bolt-on and won't be using data, just wi-fi. Cheers Paul.

No not with O2 and the rates are extremely high especially for data at £6 per mb 😞
