O2 will unlock iphones whether they are contract or payandgo. Was the contract with O2? If so there will be no problem. If not, you would have to request the unlock from the network it's locked to.

The op states on another thread they are with giffgaff and I didnt think they locked their phones?
Either way if they try the unlock form I gave above...that should show whether it's eligible to go through O2
