Vvm for win8.1 sim free phones on O2 monthly

Am I right in assuming, sim free, but O2 monthly sims,  do not get VVM for 8.1 !!!!

If not will they ever ??? & if so when ??

Assumption is correct and according to O2 it won't be possible at all.....

If other networks jump on the VVM aspect it is possible that Nokia may make some changes in the OS, but if it's only for O2 that would mean having an O2 firmware, a generic firmware and a generic "O2" firmware, which will never happen.
