My HTC M8 was accidently washed in the washing machine, can i buy a new mobile and change my sim to a standard size sim instead of a mini

Yes, no problem.
Any O2 store will supply you with a new sim card (take ID to the store with you) or call CS and request a sim to be posted out to you.
Once received you'll need to call CS to get it activated.

In simple terms yes. But your new phone, then the easiest way is to go to the local o2 shop taking your old sim card plus proud of id and they can do the sim swap for you.

Regarding your phone :

Try the rice method -> worth a shot.

Also look at any household contents insurance.

Some Bank accounts give cover too which you may not be aware of.
