You should be able to tether or set up a hotspot from your Spanish sim.

The action of 'tethering a Wifi hotspot' is sadly, beyond me...and my 14 days spent in Spain this summer

If you're looking for a 7 inch tablet that you could use without MiFi, you could look at the Google Nexus 7, which will take a sim card and you can use for a phone and for data. Obviously more expensive (£299 on Google Play) but all you would need to do is swap your sim card from your phone to the tablet. I have a feeling that O2 doesn't allow this, but I believe Tesco Mobile (which runs on the O2 network) does.
