O2 Wallet customer services should be able to refund the fee for you if your load was at an O2 store.

is the o2 store in question an franchise store?  If so that might be the problem.  Not saying it should be that way, ie it need fixing, but if it is, and esp if does it at other franchise store, than that the glitch in the system that need fixing.
