FTP. Is this being selectively throttled?

I use an FTP server in Holland for file storage. Connections are FTP SSL (explicit AUTH TLS) over a non standard port number and tied to my ip address.
I'm used to getting around 500 - 600 KB/s downloads, but for the past 4 days I have struggled to get more that 100 KB/s and often over the weekend that figure was down to 30KB/s.
Non secure FTP to my web server in the UK over port 21 gets the expected 500 - 600 KB/s using the same Cyberduck FTP client on the same machine.
Other users of the FTP server on UK ISP's other than o2 are not experiencing any problems.
A conversation with an o2 techy this morning confirmed my account has no restrictions and no specific traffic shaping applied.
Clearly something is happening.
Would any 02 representative care to comment please?

The problem persists. It's FTP connectivity not http.

30KB/s == .24meg (mbps), suspiciously close to the traffic shaping limit for p2p on the all rounder and works package.

Legacy Home Broadband Standard.
I did consider this possibility but according to the tech guy I spoke with there are no restrictions on my account.
And the port number in use is not one associated with P2P.
Besides which it's a fairly straightforward secure FTP connection and FTP to other servers is not affected.

Legacy Home Broadband Standard.

Very much doubt it's due to O2's traffic management on a legacy package, there's been no indications of TM being applied to those packages.

I agree, there have been no confirmed reports of any TM on the old packages, and we have been assured here by a staff member that it won't happen.

I agree, there have been no confirmed reports of any TM on the old packages, and we have been assured here by a staff member that it won't happen.

Which confirms what I was told this morning.
However I have now had confirmation from the server admin that another o2 customer is experiencing the same issues.
He suggests it's possibly something to do with peering between o2 and them. That is something I know nothing about.
I'm not sure where in o2 I should go to try and get this resolved.

It may be connected with this. O2/Be have had a spate of peering issues over the past 10 days. Or may be it's the same issue not being properly fixed.

yes that's interesting, especially as the one above that about planned maintenance mentions the Peterborough area.
I just had a conversation with an o2 "guru" who said they were not aware of any network issues that would specifically affect an ftp connection to one specific server and no others.
