I can't see Apple nor Google going into mass production as then they would be liable for everything. They'll develop a small scale test bed then licence parties to use their technology at the least.
Building a car is quite simple: its the supply chain that they need to build up which is unlike electronics or software. At some point you end up with wanting to use the same supplier to provide parts and I can't imagine any manufacturer supplier wanting to sign up on the T&C's that Apple & Google demand especially as it could put them out of business.
Of course, there are plenty of smaller car companies that could be bought out who can mass produce worldwide. Especially Japanese ones who defined the supply chain process with the focus on quality who also happen to have a lot of US based factories.
