The article you've linked to says that Ofcom expects these changes to happen between 5-7 years from now. Considering how quickly technology advances these days, speculating what will happen in 5-7 years is a big ask. By then we could possibly be on 5G or even higher, so it would stand to reason that 4G would be cheaper.
