upgraded over phone earlier this evening. Was told I would get email which I had to agree to terms etc. 3 hours later no email.
Is this normal or has something gone wrong?

I would have thought you should have it by now. Have you checked the spam folder?
If so and you don't have it by morning you need to call O2.
