You will need to contact o2 directly about this but you should have unlocked before swapping it to payg.
An iphone can be unlocked at anytime after purchase and would have saved you this issue.
It now depends if o2 see the phone as registered to your payg number. if it is you should be able to top up your sim online (assuming you still have a uk based card to use) But only o2 can help you as this is a customer to customer forum with little o2 input.

your o2 payg sim has to be associated with the phone for 12 months before it can be unlocked

Yes, you can unlock your iPhone. You’ll need to pay a £15.00 one off fee and we’ll take this from the credit on your phone.
If you’re unlocking your phone less than 12 months after you bought it, we’ll take off the free Web & Wi-Fi Bolt On (that we added for the first 12 months). If you want to keep the Bolt On (it costs £10 a month), just choose the option when you’re filling out the unlocking form. Find out more about the Web & Wi-Fi Bolt on here

Thw web and wifi is out of date now but yes you can unlock at any time on any type of iphone payg or pay monthly / business at any time.
