I've got my sim from O2, I would like to buy the 1GB data plan for £10.21, but what does recurring mean? do I have to buy it every month, or only as required.

You would need to buy it every month as unused data does not carry over to the following month.

Need to buy or must buy. I am not a big user I just wish to buy when I need to. not every month, but when I do I would buy the 1GB plan.

You need to use the account tool on the ipad to turn off the next payment or it will automaticly be taken

maybe the daily data plan is more for me, just get it on the day you need it, Does the account tool on the ipad keep taking daily payments if you don't turn it off? Thanks for your help

Judging by what you said, probably the daily plan is your answer. 200MB data should be more than enough if you don't watch films. Just be sure that on days that you don't need data, "Cellular data" is turned OFF in your settings.
