Yes you can.

 

download the find my iPhone app from the App Store then input the Apple ID of the phone you wish to track

You can turn on or off "find my iPhone" from the settings menu but I think you still need to download the app if you want to use it. However, you can go online too and track it without the app.

It will track where your friends are so yes it's very similar.

No you have to download the actual app from the App Store to be able to sign in & track the device
