You may have to disable data on your phone to stop it connecting to the network other than by wi-fi.
O2 have no way of charging for wi-fi use.

Not roaming that's for abroad, it's the connection to the "mobile network" over Gprs that must be off.
If you can't disable it on your phone, alter or delete the APNs.

The problem can be that when your phone goes to sleep the wi-fi can too, it then goes back to Gprs automatically.

Well something on your phone is accessing the network, this is not a wi-fi issue.
