Unlocked iphone not activating sim over wifi

I have an unlocked iphone4 that was locked to the o2 network. When I try to activate a sim of a different carrier over wifi it doesn't activate, it says no service.

Yes but you can only do it from the original network.

I have checked. The phone is not barred. Should I ask the seller I bought the phone from to try to unlock it again?

Well you can do that yourself using the links I first posted as you have the phone now?

Have you checked that the IMEI is not barred via the checkmend link MI5 gave you?

OK, so the phone is not barred....
Put the o2 sim in the phone and then connect it to iTunes.
It should pop up a message saying unlock is complete (or similar).

Yes it's not barred. 

 

Will I be able to unlock the phone again from O2 for free if I don't have the original details? I may have to go back to the seller to do this or I should ask for a refund
