Unlocked iphone not activating sim over wifi

I have an unlocked iphone4 that was locked to the o2 network. When I try to activate a sim of a different carrier over wifi it doesn't activate, it says no service.

What do you mean by "activate by wifi" ?
All you need to do is put sim into phone and switch it on.....

You don't need to have a sim in a phone to connect to a WiFi network either.

I DO NOT WORK FOR O2

I put the new sim in and it doesn't do anything except say no service when I am connected to my wifi. But the sim activates when I connect to itunes only.

I bought the phone second hand so I will have to ask the original owner if they got it unlocked properly

Re your statement above about buying second hand.....

Apart from any WiFi issue does this phone work properly otherwise? Are you able to connect to the internet?

Connecting to iTunes should complete the unlock if it has been unlocked properly.
I'd check the IMEI number to make sure the phone isn't barred http://www.checkmend.com/uk/

It depends whether it has been barred or not...Follow @MI5's advice about checking the IMEI
