I have a friend in the USA who cannot connect
with me either by text or phone call. I can text
her successfully but she can't get through to
me. She has spoken to Verizon (her ISP) who
say the fault is at this end. 

I have consulted O2 who say my phone is fine

and the fault must be at her end. So I'm going

round in circles. 

I'd be grateful for any ideas or suggestions.

I sent four different variations on the number to her in the USA to try. Interestingly, 3 of them resulted in my mobile ringing but no text arrived. Yesterday she went back to Verizon and, at my suggestion, said the techies at this end thought the problem was in the US. An expert Indian adjusted her account settings in a branch computer and Bingo! all is fine.

So we don't know for certain what was wrong but it looks as if Verizon had something set up that prevented communication with the UK.

Now that we have established communication I will move her on to Whatsapp.

Had to be a problem at their end from the description you gave.

All indication pointed to Verizon, indeed there have been problems in the past with them.
