Hi @Anonymous

I've seen this once in a Nokia forum, it has worked for some people....

Try this: plug your phone to the computer then wait for 10 secs, right click on the usb hardware device icon at the right hand side then click on safely remove hardware. Wait for another 10 secs, unplug the phone then try to turn it off. (fingers crossed!)

Try a soft reset by holding power and volume down for about 20 secs or until something happens.

I see its a common occurrence with this phone, all I can see is that you will need to use the nokia recovery tool 1.5.0 & flash it but beware all your data would be lost

Tutorial here for recovery tool.
If you have backups and one drive turned on all your data should re load when you log back into phone again http://www.microsoft.com/en-gb/mobile/support/faq/?action=singleTopic&topic=FA142987
